Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are fought: optimistic declarations are issued from various governments. Significant resources is expended on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a capacity provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a incoming threat. This was a advanced protection mechanism at work, presumably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes grim resignation: maybe the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.
Ongoing Risks
Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a rapid response unit – most likely imported technology. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.
Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those full day illustrated Ukraine's critical military reliance on international aid – a dependence that regional partners are demonstrably unable to fill in the short term.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This trend will, no doubt, persist.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a premise well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unfeasible to force Russia to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through words or deeds, from assuming that the situation will not evolve additionally in its favour in the coming year.
Opposing Positions
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but averting a complete military breakdown until circumstances change in its advantage.
Present Conditions
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are influencing discussions.
Assessment and Future
It took a just a single week to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
